European Commission Addresses Advice on Generational Renewal in Fisheries

The Directorate-General for Maritime Affairs and Fisheries (DG MARE) has issued its response to advice from the North Western Waters (NWWAC) and North Sea (NSAC) Advisory Councils on generational renewal in fisheries.

The letter, dated 21 December 2023, outlined the Advisory Council’s aims to bring to attention identified gaps and shortcomings in the fisheries legislation concerning the social and economic considerations, provide missing links or point to areas where further work is needed, and provide recommendations on ways to improve the social and economic aspects of commercial, small-scale and recreational fisheries.

The letter, issued on behalf of the Director-General of DG MARE, Charlina Vitcheva by her delegate, Kestutis Sadauskas begins:

“As President Von der Leyen said: “The best investment in our future is the investment in our people.” In that regard, the Fisheries and Oceans package acknowledges that generational renewal is key if we want to make sure that the EU fishing, aquaculture and processing sector and coastal communities have a viable future. It can only happen if the sector is perceived as attractive, if difficult working conditions are improved through innovation, if the marine environment is kept biodiverse, clean, and healthy, and if our societies recognise fishers and aquaculture producers for the professionalism and service they provide.”


Generational Renewal:

The letter states that generational renewal is highlighted for the future of the EU fishing, aquaculture, and processing sector, as well as coastal communities. Recognising this, the Fisheries and Oceans package emphasises the need for the sector to be perceived as attractive, with improved working conditions and a healthy marine environment. To address key challenges, including generational renewal, DG MARE states the European Commission is focusing on implementing actions outlined in the package. Social data collection, facilitated by the Scientific, Technological, Economic Committee for Fisheries (STECF), and initiatives like the EU-wide participatory foresight project “Fishers of the Future,” aim to understand current trends and anticipate future challenges affecting the next generations of fishers up to 2050.


Modern Technology:

Technological innovation emerges as a cornerstone for business diversification and sustainability. The Commission highlights the role of digital technology in enhancing efficiency, data collection, and environmental monitoring. Initiatives like the EU-wide participatory foresight project and funding opportunities under the European Maritime, Fisheries and Aquaculture Fund (EMFAF) support the adoption of modern technologies and promote energy-efficient solutions.


Working & Social Conditions:

Ensuring safe and conducive working conditions remains a priority for the Commission. It mentions directives and initiatives aimed at improving safety standards onboard fishing vessels, including ongoing assessments and proposals for enhanced port state control. The Commission also underscores its commitment to upholding ambitious international standards and promoting fair competition.


Training & Certification:

Investment in training emerges as a key strategy for attracting younger generations to the fisheries sector. The Commission highlights funding opportunities under EMFAF for professional training and lifelong learning. Efforts are underway to incorporate standards proposed by projects like “Catching the Potential” into international conventions, ensuring harmonized standards across the EU.


Certainty & Stability of Sector:

Stability in fishing opportunities, based on science-based approaches, is crucial for the sector’s sustainability and generational renewal. The Commission is collaborating with Member States and stakeholders to ensure transparent allocation criteria and foster sustainable fishing practices.


Gender Issues:

Recognizing the significant role of women in the seafood value chain, the Commission emphasizes the need for enhanced data collection and analysis. Projects supported by EMFAF aim to bridge the gender gap in the blue economy and promote gender equality in the fisheries sector.

The letter concludes with an invitation for further collaboration and inquiries, reflecting the Commission’s commitment to addressing these critical fisheries challenges.
