The Council amends the TACs and quotas Regulation and sets a Union quota for cod in Svalbard waters for 2022

The Council approved on Thursday 28 April, by written procedure, a second amendment to the Regulation on 2022 TACs and quotas regarding cod in the waters of Spitzbergen (Svalbard) and in the international waters of subarea 1 and division 2b of the International Council for the Exploration of the Sea (ICES).

Following the completion of the formal discussions undertaken by the Commission with Norway to reach a political understanding in relation to the fisheries in ICES subareas 1 and 2, the Council set a Union quota for cod in Svalbard waters and in the international waters of ICES subarea 1 and division 2b for 2022, at the level of 19 636 tonnes, replacing the provisional Union quota of 4 500 tonnes, which expires on 30 April.

The final Union quota for cod in these waters for 2022 has been allocated to member states as follows:

  • Germany – 4 028 tonnes
  • Spain – 9 688 tonnes
  • France – 1 775 tonnes
  • Poland – 1 829 tonnes
  • Portugal - 2 019 tonnes
  • Other member states - 297 tonnes

This Regulation shall enter into force on the day of its publication in the Official Journal of the European Union. This Regulation shall be binding in its entirety and directly applicable in all member states.

Background

Exploratory discussions took place between the European Union and Norway in 2021 and 2022 to reach an understanding on EU fishing rights in Svalbard waters. As these exploratory discussions were ongoing, the Regulation on 2022 TACs and quotas, Council Regulation (EU) 2022/109, established a provisional Union quota of 4 500 tonnes for the first quarter of 2022 for the Union fleets fishing for cod in Svalbard and international waters of ICES subarea 1 and division 2b, which was subsequently extended by one month, until 30 April. Formal discussions with Norway undertaken by the Commission on behalf of the Union with a view to reaching a political understanding on fisheries in ICES subareas 1 and 2 have now been completed.
