The pressure begins to be able to fish next year what was not catches this one

Spain wants the regulation to be modified to increase the 10% allowed now

The newspaper La Voz de Galicia comments in an article that the strategy of the Spanish government has been launched, to fish next year what could not be captured this year due to COVID-19. At least more than that 10% that is already authorized by default by the Common Fisheries Policy (PCP) with the so-called year-on-year flexibility. A chapter that makes it possible to advance this percentage of the following year's quota to the current financial year and vice versa, to transfer to the subsequent season 10% of the amount left over in the present season. It may make sense in a normal annual campaign that proportion of exchange . But in an exceptional exercise like this - "strange", in the name of the Minister of Agriculture and Fisheries, Luis Planas-, in which the coronavirus pandemic has changed from the way of working on ships, to trade flows and even the way of consuming fish and fish species, it may be necessary to open the sleeve in this transfer of quotas.

That was the main demand that Planas transferred yesterday in a Council of Ministers of Agriculture and Fisheries, a telematic summit in which the community leaders made a review of the impact of the health crisis in the fishing and aquaculture sector. That is one of the demands that the sector transferred to the fisheries authorities as soon as the crisis erupted that led many to cease extractive activity. Raising year-on-year flexibility above 10% “seems very relevant to us, since we are in a situation that is not normal, in which there are supply and demand adjustments, where sometimes the fleet has not gone out to fish in certain fisheries and in specific areas and that means that the extractive fishing resources have not been consumed and we believe that it should be possible to accumulate in an adjusted way the following season so that they are not losses, "said Planas.

And this transfer, in his opinion, should not be limited to community waters only, but should affect all fishing areas. That is why the Spanish minister forwarded the request that this request be transmitted to the regional fisheries organizations (ORP) so that the measure is applied in the quotas they manage. Modification of funds Planes found the appropriate forum at the virtual summit to thank the Commission and the other Member States the efforts made to introduce the necessary modifications to the European Maritime and Fisheries Fund (EMFF) to face the effects of the crisis. "It is a very positive instrument that will allow us to mobilize 50 million euros in terms of European and national funds for fleet stops, storage and aid to producer organizations, not forgetting aquaculture and shellfish farmers." Of course, the minister understands that, for it to be effective, it is necessary for the new EMFF to have a sufficient endowment. Planas also announced that Spain is designing a faster and more efficient mechanism with the autonomous communities so that the sector can access these supports and can recover normal activity as soon as possible.
